Provincial Nominee Programs (PNPs)
Some of the provinces in Canada, including Ontario, have established agreements with the Federal Government of Canada whereby they are allowed to be directly responsible for their immigration programs by taking a much more active and direct role in the selection of potential immigrants intending to come to that particular province. The way the system works is that you must first apply to the province where you intend to live and settle. That particular province to which you have applied will then consider your application based on its work force and labour shortages, immigration needs and your genuine intention to live there. This first step is commonly referred to as the “nomination process”.
You must first go through the nomination process and successfully complete it, before you can apply for immigration to Canada. The nomination process is completed when the province issues a certificate nominating you as suitable for that particular province. After receiving the nomination certificate from the province, you will then submit a separate application for permanent residence to Citizenship and Immigration Canada.
Your application to Citizenship and Immigration Canada will then be evaluated based on the criteria in the applicable regulations. You must note that persons who have been nominated by a province will not be evaluated based on the selection criteria under the Federal Skilled Worker Program.
